Many flat roofs - especially on older buildings - are covered with a layer of gravel. The stones are there as ballast, in order to hold the roofing membrane in place and prevent it from being lifted or torn by wind and rainstorms. The use of stone as roofing ballast is nothing new - even ancient thatched roofs have often been weighed down by rocks, though modern stone ballast has been used since the early seventies. Today, loose gravel is used less and less frequently, with roofers either using ballast in the form of heavy concrete blocks that can't as easily be disturbed, or foregoing ballast altogether, instead using glue or other means of adhering the roofing membrane.
